-This is a very informative post, and truthful too.
*For any wannabe mods reading this, it works. I ranked up my bronze whistle to gold in about a month with these methods. I'm actually shooting to become a mod, and I'm confident my deity whistle is not far away.
-Something that will definitely help you is to pm the review mods when you see a particularly abusive reviewer (in following with step 9). Tigerkitty is probably the best one to contact in these cases, as she tends to actually respond to you. Make sure you provide a link to their reviews, and if applicable, tell the mod which pages the majority of the abusive reviews are on (this just makes their job easier).
-Believe it or not, but 'under judgment' submissions WILL be reviewed if you blow the whistle on em. Don't get discouraged if nothing happens, your whistle level probably isn't high enough yet.
-Anything with a generally low score in the portal has a high chance of containing abusive reviews. That's where most of my whistle points come from!
-As a friendly gesture, you might want to pm an abuser and politely inform them that they are in violation of the review terms. I wouldn't do this unless you have at least a silver whistle though, otherwise you might get laughed at.
-On a side note, if you see a submission that you KNOW is stolen, please pm Wade instead of BAWWING about it in a review. This just gives us more whistle points!
-Oh btw, I just visited this page to tell you about that guy who was insulting you. It looks like you already saw it! XD That...kids, is an abusive review.
All good advice, though I'd advise against going for the same review mod every time you find something. It doesn't really matter if they don't respond; as long as the crappy reviews get deleted, that's good enough for me. It also makes you look like a stalker / fanboy if you keep going after the same one just because they respond. :P
Dunno about PMing the user either. The review delete notification is usually enough of a wake-up call, and if it isn't I don't see how a 'friendly' PM would do much to help. Still, stranger things have happened, I suppose.
And as for the submission I linked to above: that's not the first moron crying about his porn stash not being worshipped, and it won't be the last (hence why it's here).

I always tell people with garbage whistles the same thing:
TOTW + review guidelines = lots of easy ones.
The good thing about the TOTW is that review mods regularly check it for abuse anyway, so even if your flag does nothing to bring reviews to anyone's attention, it'll still be rewarded relatively quickly (that is, if you flag the right ones). No waiting around for others to find the abuse = normal whistle gets much easier to reclaim. ;)

Stupid question, but do the 'useless' and 'useful' review buttons have any point other than just an opinion?
Let's say I find and mark a review useless. If the majority of others mark it as useful, will that in any way affect my whistle points?
No. The buttons are completely inconsequential. They aren't related to whistles (or any stat), so you can basically do whatever the hell you like with them.
The idea was supposed to be that if someone got a lot of reviews marked as 'useless', it should be a sign that they need to improve their reviews. However, because there's no penalty for abusing them, people will mark reviews depending on if they agreed with it, if they found it funny, or any number of reasons that have nothing to do with how helpful the review actually was.
Since the correlation between a 'helpful' rating and how helpful something actually was is so weak, I wouldn't worry if a review gets marked as useless when you marked it as helpful, or vice versa.

Actually no, that review was found months ago on an old art submission (not mine) by complete accident. He just thought it would be funny to tweak it a bit and copy-paste the most obviously abusive review I've found in ages.
